Național Syndicate of Police Officers and Contract Personnel from the Ministry of Internal Affairs has announced a protest for today, in Victory Square.
Union members are calling for the removal of the article in the public administration reform law that provides for raising the retirement age.
„Today, 23.02 2026, between 08.30-13.05, the NnaSPPC participated in the public debate on the Draft OUG initiated by the Development Ministry, a project which, in Article LVI, stipulates that, within 30 days of its adoption, MApN and MAI must amend Law 223/2015 and increase the standard retirement age of police officers and soldiers, where we requested the withdrawal of the project (it is unconstitutional) or the ELIMINATION of Article LVI from the draft OUG,” representatives of the National Syndicate of Police Officers and Contract Personnel of the Ministry of Internal Affairs transmitted on Monday.
They announced a protest for Tuesday, 5 PM, given that, at 4 PM, the plenary session of the Economic and Social Council has on the agenda the debate/opinion on this draft OUG, and subsequently, the government session follows in which the OUG will be adopted.
„We are waiting for you at the protest in Victory Square (at the Government) to oppose a new injustice against police officers/soldiers! The evolution is in a very rapid dynamics and we must be the same: quick in our reaction! We are waiting for all police officers from Bucharest and not only, regardless of where or whether they are unionized or not,” the unionists said.
They addressed an open letter to the government, in which they talk about the measures they consider unfair and request an urgent meeting with Prime Minister Ilie Bolojan.

By this letter, the leadership of the Federation of National Syndicates of Police Officers and Contract Personnel in Romania, the largest trade union organization in the occupational family of Defence, Public Order and National Security, which includes approximately 40,000 special civil servants (police officers) and contractual personnel (civilian) from the Ministry of Internal Affairs and the Ministry of National Defence, in its capacity as a representative trade union at the level of Collective Bargaining Sector no. 46 – „Public order and national defence” (cf. the Law of social dialogue and Civil Decision no. 6/RZ of November 19, 2025, pronounced by the Bucharest Court of Appeal, Fifth Civil Section),
In agreement with the provisions of the „National Defence Strategy of Romania 2025 – 2030” (Chap. 5-Action Directions: 1 – increasing the operational capacity of the Armed Forces structures, by ensuring the employment, training, equipping and FINANCING them; 2 – increasing the attractiveness of military professions and retaining personnel in all structures of the National Defence, Public Order and National Security System),
And the „National Public Order and Safety Strategy 2023 – 2027” (Cap. Administrative capacity: limiting the personnel deficit and ensuring the stability of personnel on positions), both strategic documents being approved and assumed by the President of Romania, CSAT, the Government, MAI and MApN,

to bring to your attention some issues and claims concerning the rights/interests of employees of the two institutions in the Defence and National Security System (we enumerate, by way of example):
